Gisborne recorded over 140 mm (14.0 cm) of rain in 12 hours on the 5th February 1978. The heaviest rain fell between 8 and 10am on the 5th.

Power supplies were disrupted. The mainly affected areas were Makaraka and Russell Street which feeds part of Kaiti, and the back of Ormond Road. Rural areas that were affected by power cuts were Turihau, Kanakanaia and Kings Road and Te Wera.

Water entered shops which included the Royal Hotel, Mayfair Caterers, the Young Image Amusement Centre, Ted Hardy Insurance and Laskey Carpets. Floorboards were soaked and the carpets had to be lifted and dried.
